Job Title:Environmental, Health & Safety Specialist

Description:Under general direction, the selected candidate will assist in developing and implementing a comprehensive EH&S program. This includes, but not limited to, general occupational and laboratory safety, environmental regulation compliance, general industrial hygiene and emergency response. The candidate will develop and implement written industrial hygiene and safety programs based on applicable local, state and federal regulations, Novartis corporate standards, and good industry practice. Specific responsibilities include but are not limited to:

  • Performing industrial hygiene surveys, including study design, data gathering, interpretation of results, development and implementation of recommendations, report writing, and communication to workers and management.
  • Performing periodic exposure surveys as scheduled on the site's list of chemical exposure risks and hearing conservation areas
  • Operating and maintaining industrial hygiene field survey equipment, including confined space gas detectors, data-logging IAQ monitors, sound level meters and personal noise dosimeters.
  • Maintaining site continuous monitoring systems for room oxygen and carbon dioxide concentrations by directing the activity of instrumentation technician(s).
  • Managing the site Respiratory Protection Program, including development and delivery of annual worker training, and delivery of quantitative fit testing
  • Managing the site Hearing Conservation Program, including conducting noise surveys of existing and new operations, estimating employee noise dose, providing recommendations for exposure reduction, and developing and implementing annual worker hearing conservation training
  • Working in close coordination with the contracted occupational health professionals regarding exposure evaluations and medical surveillance
  • Recommends improvements in processes, design, procedures and operating equipment, to minimize the hazardous potential.
  • Provides regulatory interpretation and technical advice.
  • May act as a lead person or technical expert and provides direction to less experienced personnel working on EH&S programs.
  • Participates in the development and administration of chemical, radiation, biological and general safety programs.
  • Develops training related to specific EH&S topics for employee education. Coordinates and delivers employee classroom and hands-on training for specific EH&S programs.
  • Participate as a full member of the Emergency Response Team, in addition help develop and refine the Emergency Response Plan.
  • Prepares and submits applications and renewals for regulatory permits and licenses such as HMBP and industrial wastewater.
  • Ensures accurate collection and data entry of EH&S metrics into the Novartis Data Management System.
  • Conducts periodic inspections to ensure compliance with company policies as well as local, state and federal regulations such as UFC, county hazmat, Cal/OSHA, EPA and DOT.
Requirements:Qualified candidate will have a Bachelor of Science or Masters level degree in environmental sciences, safety, industrial hygiene, or related scientific or management discipline, and 5 years of relevant work experience (or three years work experience with an EH&S-relevant masters degree). Certification in recognized EH&S specialties is a plus. The successful candidate must demonstrate knowledge in the field of biological safety with additional experience in radiation safety, IH-field equipment and exposure monitoring preferred. Proficient uses of software programs (e.g., MS Office products) to complete technical reports, prepare training presentations, and manage electronic data. Other critical skills for success include: ability to work individually and in a team environment, multitasking, managing competing accountabilities and project priorities to meet deliverable timelines, ability to reprioritize work when encountering unscheduled or unplanned events, excellent oral and written communication skills, and ability to efficiently work in a dynamic and pressured environment.

Special Conditions of Employment:

The selected candidate must possess a valid drivers license in the State of California.
The abilities to:
pass a post-hire physical exam;
move equipment and material weighing up to 50 lbs with or without accommodations;
pass a pulmonary function test, and
wear a respirator and self-contained breathing apparatus
