| Description: | Responsible for developing, implementing and sustaining the East County Smoke-Free Multi-Unit Housing Policy Project. Through environmental and community norm change strategies, the Public Health Advocate/Tobacco Prevention Specialist will assess, educate, collaborate, and mobilize owners, managers, and residents to adopt smoke-free apartment complexes in El Cajon, Spring Valley, and Lemon Grove. Act jointly with tobacco prevention workgroups, County, State, and municipal organizations to develop model policies; provide technical assistance to public agencies, elected officials, apartment associations and business community. The desired outcome is for multi-unit housing complexes to adopt voluntary policies, which restricts smoking in outdoor common areas and individual living units through environmental strategies, including media advocacy in support of smoke-free multi-unit housing in East County. All staff members are expected to coordinate with other staff to develop a framework for all ATOD (alcohol, tobacco and other drugs) related initiatives for the organization , including the strategic use of news media and, when appropriate, paid advertising, to support community organizing to advance our public health policy initiatives. Candidate must be willing to make a sufficient commitment to complete a three-year project. Additional training will be provided to the right candidate to adapt to a public health, environmental prevention model utilizing media advocacy strategies.
Responsibilities:
- Implement the East County Healthy Multi-Unit Housing Project by applying environmental strategies, which include data collection, community organizing, media advocacy, policy development and implementation.
- Implement and meet the Healthy Multi-Unit Housing Project contract requirements resulting in volunteer policies at 10 complexes in El Cajon, 1 complex in Lemon Grove and 1 complex in Spring Valley over a three year period.
- Provide necessary technical support to engage public agencies, elected officials, apartment associations and business groups, In particular to support voluntary smoke free housing in the designated communities.
- Coordinate with youth development staff to involve the youth public health interns in furthering the policy goals of the project.
- Act as the lead staff and coordinator to ensure the successful implementation of at least two press events per year, 3 journalistic news releases, and 2 letters to the editor, supporting the policy goals of the project.
- Actively participate in countywide Tobacco Prevention/Policy workgroups and coalitions.
- Initiate, coordinate, and implement media advocacy campaign associated with the project to include educational materials, press and information packets, stop smoking packets, media events,
journalistic news releases letters to the editor, opinion editorials and paid advertising.
- Facilitate or directly conduct training in data collection to include: key informant interviews, and public opinion surveys.
- Implement the project work plan, as approved by the funding source, to ensure policy adoption.
- Provide educational presentations to stakeholders and decision-makers regarding smoke free and second hand smoke issues surrounding targeted communities.
- Work with task forces to design policy implementation and evaluation strategies after adoption of policy.
- Coordinate with Project Evaluation Consultant to implement data collection activities and reporting.
- Prepare and submit all required reports and other documentation in a timely manner, as required.
- Attend regularly scheduled staff meetings; actively participate in appropriate community meetings, as required and all other duties as assigned.

| Requirements: | Bachelors degree, Masters in Public Health preferred, health sciences, marketing, journalism, communication, or related discipline with a minimum of 3-years full time experience, which includes at least 1-year implementing public health policy adoption campaign and/or 1-year coordinating and developing groups aligned with a specific public health policy (community organizing), and framing policy as a collective issue utilizing the strategic use of media (media advocacy) or related communication work. Highly competent at originating and preparing written materials, and proven experience producing and implementing media related activities. Must be able to think strategically, tolerate ambiguity, but remain focused within a team environment. Is able to engage and motivate concerned community volunteers in carrying out environmental strategies in diverse communities. Some public speaking and group facilitation will be required.
Other Requirements: Valid California Driver’s License, automobile registration, California mandated liability insurance and copy of DMV records. At employer’s expense, candidate must have clearances prior to employment, which includes a criminal background check for persons who work with minors, pre-employment drug test, and tuberculosis test. |
| Compensation: | $20.67/hr (Approx. $43,000/ year to start) depending on education and experience. Benefits: Employee/employer shared medical, dental, vision plan, 10 ½ paid holidays, 20-days per year accrued Paid Time Off, mileage reimbursement@ $.38/mile for work related travel. |
