| Description: | The California Office of Binational Border Health (COBBH) was established by statute (AB 63) in January 2000. The Early Warning Infectious Disease Surveillance (EWIDS) Program, which falls within COBBH, is funded by the Center for Disease Control and Prevention (CDC) to increase binational public health capacity in the areas of epidemiological surveillance, laboratory, communications, and training. Under general supervision from the Chief of COBBH, the Regional Surveillance Manager (RSM) will design and oversee a broad range of projects for the early detection of epidemic-prone and emerging infectious disease cases in the US-Mexico border region between California and Baja California. These include facility-based surveillance in hospitals and clinics as well as field-based surveillance in the general population and difficult-to-reach sub-populations (e.g., migrant workers) that build upon existing efforts and enhance regional public health infrastructure. Additionally, the RSM will work under the direction of the Chief as the primary technical advisor to contribute in the development and documentation of high-profile initiatives and projects that address critical border and immigrant health issues through multi-level, multi-sectoral approaches. These include preparedness and response for highly pathogenic avian influenza, continuity of care for tuberculosis patients, and development of telehealth for epidemiological surveillance. The RSM will serve as a member of a team coordinated by the Program Manager to provide technical input on administrative tasks for the implementation of the Early Warning Infectious Disease Surveillance Program, such as developing scopes of work, assessing resource needs for fiscal planning, and writing progress reports of activities. |
| Requirements: |
- Master's degree in public health, with coursework in biostatistics, epidemiology, and health policy/management, from an accredited college or university or an equivalent combination of education and professional experience. (Strongly preferred)
- At least two years' of experience, with a proven track record of success, in epidemiological surveillance, public health research, and/or community health programming related to infectious disease control and prevention in a cross-border and/or international health context, OR equivalent combination of education and work experience.
- Effective communication and interpersonal skills through fluency in English, proven experience in writing documents and delivering oral presentations for diverse audiences, and demonstrated experiences in leading and working as part of teams in multicultural settings. Spanish proficiency preferred.
- Effective leadership and management skills through evidence of taking initiative, diagnosing problems and implementing solutions, multitasking under tight deadlines, and building skills of staff to increase their capacity and maximize productivity.
- Must have access to reliable transportation to travel within California (e.g., regular trips to Imperial County and occasional trips to Sacramento) and to Baja California (e.g., trips to Mexicali and Tijuana as needed). Must be able to work on some evenings and weekends.
