Job Title:Infectious Disease Chief

Description:Under general supervision from the Chief of the California Office of Binational Border Health (COBBH), the Chief of the Infectious Disease Section is responsible for directing and managing infectious disease projects on behalf of COBBH including the Early Warning Infectious Disease Surveillance (EWIDS) Program.

The primary duties and responsibilities of the position include active management of the EWIDS contract and program work plan by developing detailed project schedules that establish tasks and milestones based on the contract, resource allocation, program reviews, and reporting. Establish tracking mechanisms to ensure the timely completion of tasks and deliverables, and identification of issues before they become crises and the subsequent development of action plans to address them. Recruit, hire, and manage a technical and administrative staff. Develop a management process and structure for executing on the project activities that relies on the technical staff as well as others with CDHS who are affiliated with the project. Develop subcontracts with various agencies, organizations and individuals. Entails development of scopes of work, budgets, and timelines in accordance with UCSD and California Department of Public Health (CDPH) policy and process. Oversee execution and evaluation of these subcontracts to ensure timely delivery, quality, and value.

Develop regular progress reports as required by the contract. Convene and facilitate regular program meetings with program staff to review progress, develop actions plans, and address pressing or critical issues. Attend meetings in the California - Baja California region as required. Assign staff to attend these when appropriate. Collaborate with a broad range of public health agencies, academic institutions, and other stakeholders in the California-Baja California border region to develop and implement activities in the programs focal areas. Regular travel to Sacramento and throughout the California-Baja California border region.

Requirements:
  • A minimum of 3 years of hands-on management and direction of a staff of 5-10, including management of technical staff with knowledge of public health, social sciences, or related fields.
  • Master's degree in a technical, scientific, or business field, or equivalent combination of education and experience. Doctoral level degree is preferred.
  • Extensive experience successfully developing and managing subcontracts, including development of scopes of work, budgets, and standard contracting processes.
  • Strong proven fiscal management skills, with demonstrated experience managing, projecting and controlling a multi-year, multi-million dollar budget. Includes ability to manage to a bottom-line budget, prepare grants, develop and negotiate subcontracts, and practice and instill fiscal responsibility in staff.
  • Excellent oral and written communication skills.
  • Must be able and willing to travel within California and Baja California, Mexico.
Compensation:$56,500 to $128,000 / year
