Description:The Alberta Centre for Child, Family, and Community Research is posting some exciting new positions related to the development of a Child and Youth Data Laboratory here in Edmonton, Alberta. This data lab will be involved in the development of research projects to inform policy development and ultimately will be available to researchers as well. We are hoping that you would be willing to post these positions at your institution and/or to share them with colleagues who may be interested.

The job descriptions follow:

  • Data Manager/Programmer

    Key Roles and Responsibilities

    • Design, develop, maintain and manage databases for CYDL that meet the requirements for receiving data from multiple data sources while ensuring data security and confidentiality.
    • Establish a data joining environment that is accurate and secure.
    • Develop and maintain metadata for CYDL.
    • Process data using a range of computer applications and database systems to support data cleaning, linkage, and analysis.
    • Develop procedures to ensure data integrity.
    • Perform ongoing assessments and analytical reviews to validate data quality and to verify the integrity of multiple data sources. Data management activities must be characterized by due diligence and meticulous attention to detail, completeness, accuracy, consistency, and accessibility and timeliness.
    • Work with partnering ministries to facilitate data transfer by setting data standards, protocols, and encryption.
    • Develop procedures to safeguard data transferring process. As a technical representative from CYDL, participate and assist in the establishment of cross-walk between databases across ministries.

    Qualifications: Completion of a degree in Computing Science with extensive experience in database design and management is required. Equivalencies will be considered. Proficiency in one or more statistical analysis tool, such SAS, SPSS and database management tools such as SQL query, are essential. Strong interpersonal and communication skills are critical. Supplementary education, training or experience in research and data linkage is desirable. Remuneration will commensurate with experience.

  • Senior Partnership and Process Manager

    Key Roles and Responsibilities

    • Establish and maintain relationships with partnering government ministries for the purposes of conducting relevant research using administrative data. Liaise with government ministries on data acquisition, transfer, and linkage.
    • Support and facilitate the development of data-sharing agreements among ministries and between ministries and CYDL.'
    • Lead the process for development and approval of relevant Privacy Impact Assessments.
    • Lead design, development and implementation processes in consultation with partnering ministries to streamline the data transfer process and facilitate the establishment of the data cross-walk Work with partnering ministries, the Project Working Group, and the Project Team within CYDL to define data elements for specific projects.
    • Develop information security and privacy protection policies and procedures for CYDL in accordance with provincial legislative requirements and national best practices in secondary data use.
    • Keep current on legislation and regulations governing access, use and disclosure of anonymized data for research purposes.
    • Develop and maintain appropriate documentation for administrative and audit purposes.
    • Assess perceived risk related to information security and privacy protection. Develop and implement public relations strategy.
    • In concert with government officials, researchers, and the general public, design and develop policy documents and website content for these diverse stakeholder audiences.
    • Provide support and training internally and externally on privacy and security issues associated with sensitive administrative data. Qualifications

    A Master's degree in a relevant area is required. Experience working with government is essential. Good understanding of research using secondary and administrative data is desirable. Familiarity with privacy legislation is an asset.

  • Senior Research Scientist

    Key Roles and Responsibilities

    • Work with participating ministries to set a research agenda that is consistent with government priorities for children and youth in Alberta.
    • Identify information needs for strategic decision making, and design and development research projects to meet these needs using cross-ministry administrative data.
    • Provide research expertise that guides project development. Manage expectations and provide accurate and clear descriptions of research products that will best support public policymaking.
    • Maintain familiarity with scientific literature in social and public-policy related studies using population-based, anonymous government administrative data to inform Government policymaking.
    • Keep up-to-date on issues and changes in government policies, directions, and strategic priorities related to children and youth.
    • Work with project working group that consists of representatives from relevant ministries to guide research process.
    • Transform child and youth data into information and insights that support decision making and service delivery within the broad scope of provincial government.
    • Lead the CYDL research team to conduct research projects including literature review, research design, data analysis, interpretation and preparation of final research product.
    • As a strong knowledge broker, develop innovative approaches to disseminate research results to promote the utilization of scientific information for evidence- based decision making.

    Qualifications: PhD in a relevant field of study, with several years related research and research management experience is preferred. Equivalencies will be considered. A strong understanding of government business would be advantageous. A high degree of analytical, interpretative, evaluative and creative thinking is essential to identify relevant policy issues, generate research questions, and provide innovative solutions. Clear and precise written and oral communication style is critical for communication with multiple stakeholders to impart research results.
